Under the Gambling Act 2005, West Lancashire Borough Council is responsible for issuing permits and licences for premises where gambling takes place such as betting shops.
Every three years, West Lancashire Borough Council is required under the Gambling Act 2005 to produce a Gambling Policy (“Statement of Principles”) setting out our approach to licensing premises used for gambling such as amusement arcades, betting shops, bingo halls, casinos and clubs and pubs that provide gaming machines including other permits and notices issued under the Gambling Act 2005.
Our 2022-2025 policy came into force on 31st January 2022 and we are seeking the views of local residents, businesses, Responsible Authorities and other partner agencies on our 2025-2028 policy.
We're interested in any views or comments that you may have in relation to the policy. Please spare 10 minutes of your time to read the draft policy and complete the questionnaire below.

West Lancashire Borough Council welcomes the views of residents, its statutory consultees and indeed anyone who has an interest in licensing and the promotion of the licensing objectives in the Borough.
The Act sets out licensing objectives that underpin the legislation and must be taken into consideration by the Council, and by people who provide gambling facilities.
The objectives are:
Preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime;
Ensuring that gambling is conducted in a fair and open way;
Protecting children and other vulnerable persons from being harmed or exploited by gambling.
This survey will enable us to understand if the policy meets the objectives.
