Since 2014, the Council has charged a levy on developers for carrying out certain new developments across the Borough called the Community Infrastructure Levy (CIL). The money we raise can be used to pay for a wide range of community infrastructure that is needed to support the new development. This can include transport schemes, green spaces and community facilities.

The Council plans to use most of the money collected to help deliver large scale infrastructure projects, such as the development of green spaces. However, due to higher costs, it takes time to save up CIL monies for these types of projects.

Alongside these higher cost projects, we allocate up to £200,000 each year to smaller projects, each seeking less than £50,000 of CIL, that can be delivered in the short term.

We have received 8 bids for projects that wish to seek CIL funding this year. Project proposals have also been submitted that have requested to be included in our Infrastructure Delivery Schedule and that may wish to apply for CIL funding in the future. We would like to hear your views on all the projects submitted this year.

  • Upgrade of Public Right Of Way (PROW) FP0808005 from School Lane to Kings Close, Downholland.  Lancashire County Council (LCC – Highways/PROW) - CIL amount requested - £22,720

    CIL funding has been requested to fund the upgrade of the public right of way (PROW) that runs between School Lane and Kings Close, Downholland.  The work proposed involves resurfacing of the footpath, vegetation clearance and work alongside the ditch. The footpath provides an off-road section of route used to access local amenities and also provides a route to access the Liverpool - Leeds Canal and the Cheshire Lines strategic path.

    LCC reports that the local community have brought this footpath to its attention and have requested improvement works to be carried out as it is important to them.  The CIL funding requested is for the full cost of this project. The project is identified as suitable infrastructure for CIL funding (Strategic Transport and Highways - footpaths) and can be delivered in the short term.

     

    West Lancashire Light Railway Trust, Hesketh Bank - CIL amount requested - £36,000 

    This project is for the construction of a Y-Caban (single-storey community building) at Becconsall station at the West Lancashire Light Railway.  The building aims to provide a multi-functional space for a tearoom, educational purposes, training space and meeting room.  The total cost of the project is £260,000 and  £36,000 of CIL funding has been requested.  Match funding has been sought but is not yet secured, amounting to £194,000.  The Trust will fund £30,000 from its own reserves.   The project has been subject to public consultation through the planning application process and benefits from planning permission 2023/1139/FUL. All future management and maintenance will be the responsibility of West Lancashire Light Railway Trust.  The project is identified as suitable infrastructure to receive CIL funding (Strategic Community Infrastructure – community use) and can be delivered in the short term.

     

    New Multi-Play Unit Equipment at Rufford Play Area.  Rufford and Holmeswood Parish Council - CIL amount requested - £11,610

    Rufford and Holmeswood Parish Council propose to install a new multi-play unit at the existing children's play area in Rufford to provide additional, modern play facilities.  The total cost of the project is £15,610.  The Parish Council will fund £4,000 of the cost from its own reserves and future maintenance of the equipment will be the responsibility of the Parish Council.  The project is identified as suitable infrastructure for CIL funding (Strategic Green Infrastructure – play area) and can be delivered in the short term.

     

    Firswood Road Bridge Safety Scheme, Lathom South. Lathom South Parish Council and LCC Highways -  CIL amount requested - £79,868.

    Lathom South Parish Council have worked with LCC Highways to develop a safe pedestrian footpath route across the railway bridge on Firswood Road, Lathom by proposing a widening of the current footpath and introducing a single lane road with traffic light control.  The indicative cost of these works, provided by LCC Highways, is £159,736.16.  The CIL amount requested is £79,868.  The Parish Council propose to match fund the remaining amount from their own Neighbourhood CIL allocations.  The project would be delivered by LCC Highways, Traffic and Road Safety Engineering. The project is a suitable type of infrastructure to be funded by CIL (Strategic Transport and Highways - highways/footpaths) and can be delivered in the short term.

     

    Multi-purpose community sports hub at Aveling Drive Playing Fields, Banks.  Southport Football Club - CIL amount requested - £65,000

    The total cost of this project is £165,500.  The project proposes the redevelopment of the playing fields and pavilion located at Aveling Drive, Banks to provide two full-sized grass football pitches and one 4G football pitch, Multi-Use Games Area facilities, a car park area and floodlighting.   The proposal is identified as a suitable type of infrastructure to be funded by CIL (Strategic Community Infrastructure/Green Infrastructure - amenity open space/outdoor sports facilities).  The Club do not have ownership or control of the land and the works proposed would be dependent on gaining planning permission.

     

    Fairy Glen Environmental Improvements Phase 2, Appley Bridge. WLBC - CIL amount requested £95,000

    The first phase of the Fairy Glen works in the northern part of this public open space and recreational facility are currently underway.  These have already been allocated CIL funding.  Phase 2 of the works will focus on the southern part of the site and propose to involve woodland management works, the improvement or replacement of worn existing infrastructure and the installation of appropriate drainage measures. Additional planting of native species of tree and shrub layer vegetation is also proposed.   The CIL funding requested is for the full cost of this project. The project is identified as suitable infrastructure to be funded by CIL.  (Strategic Green Infrastructure – green parks and amenity open space).  The land is owned by WLBC and  the project can be delivered in the short term.

     

    Skelmersdale Heritage Trail and Pond Link Path at Tawd Valley Park.  WLBC – CIL amount requested £96,320

    A heritage trail is being developed in Tawd Valley Park. £15,000 of UK Shared Prosperity Funding for the heritage trail works has already been secured for interpretation boards, leaflets and route development. The project aims to significantly improve the accessibility and linkages of the existing footpath network within the park.  The works now proposed include bank improvements and repairs to the River Tawd to prevent further erosion. The Environment Agency has already been consulted and have advised on the appropriate remediation measures. In consultation with LCC, a new riverside footpath is proposed from the north of Houghtons Road Bridge to Mill Lane. A new fishing pond link path is also proposed.  A Mill Lane to colliery path is proposed and will pass existing heritage features on the site.

    Wider Tawd Valley Park works have previously been subject to public consultation through the development of the Tawd Valley Masterplan and this included the proposed heritage trail.

    Total cost of the project £111,320 and the CIL funding requested is £96,320. The project is suitable infrastructure to receive CIL funding (Strategic Green Infrastructure –green parks and amenity open space).  The land is owned by WLBC and the project can be delivered in the short term. Any works would be subject to an Environment Agency permit for the proposed riverbank improvements.

     

    Helmsdale Play Area equipment replacement and improvements, Skelmersdale. WLBC – CIL amount requested £78,100

    This proposal is by WLBC and the CIL funding requested is for the full cost of this project.  The project proposes to provide new, safe and modern play equipment at Helmsdale Park play area.  The project has previously been submitted to the Council for CIL funding and is now at a stage of being able to be delivered, subject to funding approval.  It is considered suitable infrastructure to be funded by CIL (Strategic Green Infrastructure – play areas) and has received community support.  The land is owned by WLBC and the project can be delivered in the short term.

  • Mossy Lea Village Hall patio doors and hard surfaced area, Mossy Lea, Wrightington – Wrightington Parish Council

     A request has been made to use CIL funding to install bi-folding doors as a means of access to a proposed hard surfaced area at the rear of Mossy Lea Village Hall, Mossy Lea Wrightington.  The area would be used as extended space to maximise the use of the hall as a community facility. The amount of funding sought is not yet known.


    Coronation Play Park upgrades, Ormskirk – WLBC

    The skate park and Multi-Use Games Area (MUGA) at Coronation Park, Ormskirk are reaching the end of their lives and will require removal or replacement in the future.   Play area upgrades will also be proposed.  The amount of funding to be sought is not yet known.


    Replacement and upgrade of play facilities at Evington, Skelmersdale – WLBC

    The play facilities at Evington, Skelmersdale are dated.  The replacement and upgrade of these facilities is proposed.  The amount of funding to be sought is not yet known.


    Replacement fencing, Westerdale, Banks – WLBC

    The greenspace surrounding the housing estates at Westerdale Drive, Banks are protected from illicit entry by birdsmouth fencing. The fencing is nearing the end of its life and will require replacement with the same/similar style of fencing in the future.  The amount of funding to be sought is not yet known.
