West Lancashire Borough Council (WLBC) is updating its Tenancy Agreement to make sure it works well for everyone who lives in a council home, as well as reflecting current WLBC policies and priorities. As part of this process, we want to hear what you think about the changes.
We’ve worked closely with a group of involved tenants to make sure the revised Tenancy Agreement is clear, relevant and covers important topics.
We are also producing a comprehensive Tenants Handbook to sit alongside the Tenancy Agreement - this will offer more detail around policies and helpful advice to support our tenants in making the best use of their homes.
Now we’d like all tenants to read the updated agreement and tell us if there’s anything else we should change, that you disagree with or that you feel is missing. You can find the document here and in the document section of this page. Please fill in the survey below to share your thoughts. Your feedback will help us shape the final version before it is presented to Landlord Services Working Group and Policy & Resource Committee for approval. Once the document is agreed there will be a formal consultation process in Spring/Summer 2026, under the terms of the Housing Act 1985 (as amended).

Officers from across the Council came together to form a Working Group. They started to review the previous Tenancy Agreement and think of ways to improve the document.
17/06/2025 - Initial Feedback Session with Involved Tenants

Involved tenants were invited to attend a session with lead Officers from the Working Group. During the session tenants provided valuable feedback and put forward their recommendations for improving the document for all tenants.
October 2025 - Internal Legal Review
Tenancy Agreement Review 2025 has finished this stage
WLBC's Legal Team reviewed and made necessary changes to the Tenancy Agreement.
07/10/2025 - Second Session with Involved Tenants
Tenancy Agreement Review 2025 has finished this stage
Involved tenants were invited back to review the changes that had been made to the Tenancy Agreement following their initial session in June 2025.
13/10/2025 - Tenant Wide Consultation Open
Tenancy Agreement Review 2025 is currently at this stage
The consultation is now live and we are inviting all tenants to tell us what they think of the revised Tenancy Agreement.
10/11/2025 - Consultation Closes
