At West Lancashire Borough Council (WLBC), we are serious about improving the services we provide. We believe that by working together with our tenants and leaseholders we can make West Lancashire the place of choice to live, work, visit and invest.
We are pleased to bring to you our new Housing Plan for 2024-27. The plan was shared with members of the Landlord Services Working Group on 13th November 2024 and we would now like to share it with all tenants and leaseholders to get your feedback.
The provision of affordable, quality homes is one of the Council's long-term goals. This Housing Plan (The Plan) sets out how the Council's housing service will support the delivery of our key corporate priorities:
Create a clean and environmentally sustainable borough.
Generate prosperity in our borough.
Foster inclusive and healthy communities.
Manage a resilient, financially strong council.
The Plan looks at housing provision, tenant engagement and sustainability, and making sure our homes are safe and affordable. It also helps us make sure the services we provide meet the needs of current and future tenants.
The three key priorities for investing in the Council's Housing Service and homes are:
Provide safe, warm, and secure homes for our tenants.
Understand and listen to our tenants and continually improve our services.
Transform our housing stock to meet the needs of current and future residents.
The Plan has been written to meet our Regulatory Requirements and Consumer Standards. These are national standards that make sure landlords provide safe, quality homes and services that meet the need of our tenants and are value for money. The standards are:
Safety and Quality.
Transparency, Influence and Accountability.
Neighbourhood and Community.

13th November 2024 - Landlord Services Working Group
Draft Housing Plan 2024-2027 is currently at this stage
The Housing Plan for 2024 - 2027 was taken to Landlord Services Working Group on 13th November 2024. Tenant and Leaseholder representatives along with Councillors and Council Officers reviewed the Housing Plan and provided feedback.
3rd February 2025 - Survey Opens

The Housing Plan 2024 - 2027 consultation is now live and we are inviting tenants and leaseholders to review the information provided and complete the survey.
11th February 2025 - In Person Consultation

Tenants are welcome to attend an in person consultation session looking at the draft Housing Plan 2024 - 2027, lead by Director of Housing, Alan Leicester, and Assistant Director of Housing, Helen Core.

25th February 2025 - Feedback Analysis

Feedback from the online survey is analysed by the service lead. Where possible, changes will be made to the Housing Plan based on the recommendations and feedback gathered.
10th March 2025 - Love2Shop Voucher Winner Contacted

The winner of the £30 Love2Shop voucher will be contacted on Monday 10th March 2025.
19th March 2025 - Landlord Services Working Group
this is an upcoming stage for Draft Housing Plan 2024-2027
Following feedback analysis, the Housing Plan may need to be updated. If so, the updated version will be taken to Landlord Services Working Group on 19th March and members will be made aware of changes that have been made.
