Consultation has concluded
The Corporate Governance Review is now closed, thank you to everyone who participated, feedback is now being reviewed and will taken into consideration as part of the Governance Framework.
In October 2022, Council Members votes to move to a new governance framework, which would see the current structure (Leader/Cabinet form of governance) be replaced by a committee system which will come into place May 2024.
As part of the Governance Framework it as been agreed by Council to review the number of committees that we need to aid decision making across the 12 areas below:
Although most of the committees will stay the same the main change will result in the current Cabinet (one decision making body), who are made up solely of Councillors from the political group with the highest number of elected members, being replaced by one or more new Committees which will be made up from a mixture of Councillors from all political groups, the numbers of which will be determined on political proportionality.
Other Councils who have moved to a Committee System have adopted different practices, for example some have a hierarchy of several Committees which are dependant on the size of the Council and the number of areas of responsibility with one "parent" Committee for example to deal with policy and resources matters and several specialised Committees dealing with specific areas of Council business for example Housing, Leisure, Planning, Waste.
