Consultation has concluded
West Lancashire Borough Council is currently undertaking a review of their Financial Inclusion Strategy. The current strategy is for the period of 2021-2024 and our new strategy will cover period 2024-2029.
What is Financial Inclusion?
The Financial Inclusion Commission defines a financially inclusive society as “one in which financial services are accessible to all, easy to use and meet people’s needs over their lifetime. Financial inclusion also means that people have the skills and motivation to use financial services, and to benefit meaningfully from them.” In effect, financial inclusion covers a wide range of issues, including housing, debt, fuel poverty, affordable loans, health and access to services.
Why do we need a Financial Inclusion Strategy?
The benefits of having a strategy that supports financial inclusion are wider than just money. By helping to improve overall health and wellbeing, independence, job opportunities across the borough and by working to reduce financial inequalities, we can deliver two of the Councils key priorities of creating empowered, engaged and inclusive communities, and everyone to be healthy, happy, safe and resilient. Good financial inclusion work and services in the Borough will support sustained improvement for the community, for individuals and families, and allow individuals to make informed choices through accessing basic financial services.
West Lancashire Borough Council is responding pro-actively to the cost of living crisis and aims to create multiple streams of support, to its residents and tenants by identifying gaps in service and providing solutions to financial crisis issues. As part of the review, we are looking at:
Food & Fuel Poverty,
Employment,
Debt,
Income Maximisation e.g., ways to increase income coming in and reduce expenditure going out
Digital Inclusion e.g., ways to improve peoples lives by utilising digital technology
Partnership working within the Borough to provide support to both tenants and residents.
It is important to us that the strategy remains relevant and meets the needs of our residents and tenants. We want to hear your views and we are inviting all residents and tenants to participate in the review to ensure we are providing support in the correct areas.

A money advice officer will contact you to arrange an appointment within five working days, either at your home or at one of our Customer Service Points at the Concourse in Skelmersdale or 52 Derby Street, Ormskirk.
