Draft Market Policy Survey 2026

West Lancashire Borough Council recognises the importance of markets to the local economy and their contribution to the character of the area. They remain an important Council service and contribute to the local communities they serve.

The Council's markets represent an important investment by the Council in delivering economic growth and regeneration, promoting local produce, attracting tourists and enhancing the vitality of our town centres.

We recognise the need to ensure safe, reputable and thriving markets that support the needs of residents, customers, market traders and the local economy. To support this the Council has developed a Market Policy which sets out how these responsibilities will be delivered. The policy provides clear guidance on how regulation is applied and decisions are made to ensure a consistent, transparent and proportionate approach to market licensing and management.

We are now seeking your views on the draft Market Policy, We encourage you to read the draft policy before completing this survey and you share your thoughts on how markets should operate across the Borough.

Your feedback will help shape the final policy and ensure it reflects the needs of traders, organisations, residents and customers.

The Market Policy will be reviewed at least every three years to ensure it remains relevant and effective.
