    Redevelopment of the Birleywood Health and Well-being Hub, Skelmersdale – Lancashire and Cumbria Integrated Care Board (NHS)

    The project is for the rebuild of Birleywood Health Centre in Skelmersdale which is currently in poor condition and unfit to meet the needs of the growing community. The new building will provide GP services and deliver enhanced rehabilitation and extended treatment room services focusing on the care needs of over-65s and adults with multiple long-term conditions.

    Exact project costs are unknown at this time and CIL is being sought to contribute towards the build-costs. The project is identified as suitable infrastructure for CIL funding (Community Facilities – health facilities) and can be delivered in the short-medium term.


    Provision of Real-time Information Displays on bus stops throughout the Borough – Lancashire County Council Public and Integrated Transport Team

    CIL funding has been sought to provide Real-time Information Displays on bus stops throughout the Borough, however the exact locations of the Displays is unknown and will be identified at a later date. At this stage, we are seeking views on the principal of using CIL monies to deliver this infrastructure. The Displays enhance the passenger experience by providing reliable travel information to help people plan their journeys and encourage demand for using buses over private cars. The costs of a Display are approximately £8,000 per bus stop.

    Upgrades to Council-owned play areas in Skelmersdale and Up Holland – West Lancashire Borough Council Ranger Service

    The proposals are to improve existing Council-managed play facilities and surrounding green spaces in the areas of Burscough, Banks, Tarleton, Hesketh Bank, Ormskirk, Aughton, Skelmersdale and Up Holland. This is where Council Officers have identified that replacement of play equipment is needed to offer a high-quality play experience for the community. The exact locations and amount of CIL funding needed is not yet known and work will continue to identify deliverable projects. Using CIL to improve play areas is an acceptable use of CIL funding.


    Greenspace Habitat Improvements across the Borough – West Lancashire Borough Council Ranger Service

    Parks and outdoor spaces provide a valuable opportunity for the community to interact with nature. The proposals include upgrading access for all members of the community and delivering improvements to habitats on-site. Exact locations are not known but further public consultation will take place on specific projects. The request to add the strategic project to the Infrastructure Delivery Schedule now is so that individual projects can come forward as the need arises. Using CIL to deliver improvements to public green spaces is an acceptable use of CIL funding.
