Improvements to Long Hey Ashurst kickabout area, Skelmersdale – West Lancashire Borough Council Ranger Service - £90,750 of CIL requested
CIL funding has been requested to make improvements to the "kickabout" area at Long Hey in Ashurst, Skelmersdale. The proposed works involve the provision of new goals, surfacing, landscaping and footpath improvements. There has been housing growth in the area which has seen an increase in the demand for play provision for children and young adults. The project is a suitable type of infrastructure for CIL funding (Strategic Green Infrastructure – play area and outdoor sports).
Railway Road Active Travel Scheme (Phase 1), Skelmersdale – Lancashire County Council - £799,397.01 of CIL requested
Lancashire County Council have asked for CIL funding to deliver new footways, cycle tracks and a signalised crossing along Railway Road between Neverstitch Road and the footbridge at Welbourne in Skelmersdale. The project seeks to connect Old Skelmersdale and new developments along Neverstitch Road and Firswood Road to the Gillibrands Industrial Estate and the businesses along Westgate. This is the first phase of a wider development seeking to connect the west of Skelmersdale to the town centre.
Sustainable transport is a suitable type of infrastructure that CIL funding can be spent on. Lancashire County Council have requested £799,397.01 of CIL to deliver the project, which is deliverable in the medium term.
Bus stop improvements, Neverstitch Road and Sandy Lane, Skelmersdale - Lancashire County Council Public and Integrated Transport Team - £62,000 of CIL requested
Lancashire County Council has requested £62,000 of CIL funding to improve 3 bus stops at Neverstitch Road and Sandy Lane in Skelmersdale. Works involve new shelters and real-time information displays. There has been new housing built along Neverstitch Road and Firswood Road leading to an increase in population and demand for public transport. The proposed works aim to encourage use of public transport. Sustainable transport is a suitable type of infrastructure that CIL funding can be used for and the project is achievable in the short term.
Ormskirk
Ormskirk Town Centre Access Restriction Measures – WLBC Economic Regeneration - £79,200 of CIL requested
A CIL bid has been received from the Economic Regeneration department at WLBC to install retractable bollards at the junction of Moor Street with Railway Road and on Moorgate in Ormskirk; the works will also include improved road signage and markings to prevent vehicular access. There has been an increase in the number of new developments in Ormskirk town centre and the town resulting in increased pedestrian footfall. The project looks to increase public safety and maintain the vibrancy of the town centre.
The total cost of the project is being sought as CIL funding and the works are a suitable type of infrastructure for CIL funding (Public Realm Enhancements and Strategic Transport and Highways Improvements).
Ormskirk Clock Tower Repairs and Maintenance – WLBC Economic Regeneration - £48,750 of CIL requested
CIL funding has been requested to undertake works to the Ormskirk Clock Tower Building in Ormskirk town centre. The works include: removal of vegetation, re-pointing, re-painting and mortar repairs, amongst other things. The Clock Tower not only acts as a symbol of the town’s heritage but also serves as a focal point for civic pride and town centre navigation. New development and increased visitor numbers to Ormskirk town centre has increased the significance of civic pride and the public realm.
The full cost of this project is being requested as CIL funding and it is a suitable type of infrastructure to be funded by CIL being Public Realm Enhancements.
Improvements to Playing Fields at Whittle Drive, Ormskirk – Ormskirk West End FC - £10,000 of CIL requested
Ormskirk West End FC have asked for £10,000 of CIL to go towards improvements to drainage on the football pitches at Whittle Drive in Ormskirk. The population in Ormskirk and the surrounding areas has grown due to recent housing developments which has led to an increase in demand for grassroots football clubs. Improving the drainage of the pitches at Whittle Drive will lead to the pitches being able to be used more frequently for a range of age groups and abilities.
Playing pitches are a suitable type of infrastructure to be funded with CIL and Ormskirk West End FC have secured £10,000 of match-funding to go towards the delivery of this project.
Improvements to Public Right of Way, Ormskirk - Lancashire County Council Public Rights of Way Team - £36,000 of CIL requested
The Public Rights of Way Team at Lancashire County Council has asked for £36,000 of CIL funding to go towards the resurfacing of public right of way FP0801076a between Greetby Hill and the entrance to Ormskirk Church of England Primary School. The County Council is able to contribute £4,000 towards the project. Works involve new shelters and real-time information displays. New student accommodation has been built on the campus leading to an increase in population and demand for public transport. The proposed works aim to encourage use of public transport. Lancashire County Council has requested £48,500 of CIL funding to improve 4 bus stops close to Ormskirk Hospital and Ormskirk High School. Works involve the upgrading of the bus stops at Pinfold Road and opposite School House Green and enhancement of the bus stops outside Ormskirk High School. Increased services at the hospital and housing development in Ormskirk has led to an increase in population and demand for public transport to get to and from the hospital and school. The proposed works aim to encourage use of public transport. Sustainable transport is a suitable type of infrastructure that CIL funding can be used for and the project is achievable in the short term.
Burscough
Burscough – Parbold Canal Towpath Improvement – Canal and River Trust – CIL amount requested £883,875
CIL funding has been requested to fund the upgrade of the canal towpath between Glovers Bridge (no. 33) in Burscough to Windmill Bridge (no. 37) in Parbold. The work involves the widening and resurfacing of the canal towpath which aims to encourage cycling and walking for people of all mobility. Recent developments have increased the number of people using the canal towpath, either for leisure or commuting, resulting in the condition of the towpath worsening and in need of improvement.
The CIL funding is for the full cost of the project, has been identified as suitable infrastructure for CIL funding (Strategic Transport and Highways – footpaths) and can be delivered in the short-medium term.
Burscough Community Orchard – Burscough Town Council - £17,916 of CIL requested
Burscough Town Council has asked for £17,916 of CIL to go towards the creation of public open space including a community orchard and wildflower meadow at land at the junction of Back Moss Lane and the A59 Moss Lane. The project will cater for the increased number of residents in the area and provide an accessible open space. The Town Council is able to contribute £4,000 towards the total cost of the project and the project is a suitable type of infrastructure to receive CIL funding as it is Green Infrastructure – semi-natural open space.
Bus stop improvements, Pippin Street, Ringtail Retail Park, Burscough - Lancashire County Council Public and Integrated Transport Team - £48,500 of CIL requested
Lancashire County Council has requested £48,500 of CIL funding to improve 2 bus stops at Pippin Street, next to Ringtail Retail Park in Burscough. Works involve new shelters and real-time information displays. There has been new housing built along Liverpool Road and the popularity of the retail park has led to an increase in demand for public transport. The proposed works aim to encourage use of public transport. Sustainable transport is a suitable type of infrastructure that CIL funding can be used for and the project is achievable in the short term.
Hesketh-with-Becconsall
Creation of Heritage Park / Gateway Facility for the Douglas Linear Park and Footpaths – Becconsall Heritage Park – Lancashire Heritage (2018) Community Interest Company – CIL funding requested £299,360
The project looks to provide a Visitor Centre and Learning and Interpretation facility for the Heritage Park in Hesketh-with-Becconsall. It will provide a café, toilets, and a place for exhibitions and activities for the community and is needed to enable the Heritage Park to grow and become a leisure destination in the Borough. There has been housing growth in Tarleton and Hesketh Bank and the proposal seeks to meet the demand for leisure and recreational uses for the local and wider area.
The total cost of the project is £344,360 and £299,360 of CIL funding has been requested to deliver the project. The project is identified as suitable infrastructure for CIL funding (Community Facilities)
West Lancashire Light Railway Y Caban multi-purpose building – West Lancashire Light Railway Trust – CIL amount requested £90,200
Adjacent to the Becconsall Heritage Park lies the West Lancashire Light Railway. The West Lancashire Light Railway Trust have bid for £90,200 of CIL funding to go towards the delivery of a multi-purpose building that would be used for: educational visits, a training room for volunteers, a meeting room and a tea-room. Establishing better quality facilities at the site will make it more attractive for visitors and create a leisure and recreation destination in the Borough, to meet the growing population's needs.
The total project cost is £314,000 and £90,200 of CIL funding being requested. The infrastructure type is a Community Building which is a suitable type of infrastructure for CIL funding.
Rufford
Rufford Recreation Ground Play Area Safety Upgrade – Rufford Parish Council - £12,660 of CIL requested
Rufford Parish Council has asked for £12,660 of CIL funding to go towards the installation of fencing, benches and bins at Rufford Recreation Play Ground Area. The project looks to address public concerns over safety for young children and encourage use of the play area.
The project is identified as suitable infrastructure to be funded by CIL (Strategic Green Infrastructure – play areas). The Parish Council is able to contribute £1,500 towards the total cost of the project and the project is deliverable in the short term.
Parbold
Parbold Memorial Stone – Parbold Memorial Stone Committee - £3,250 of CIL requested
A CIL bid has been received from the Parbold Memorial Stone Committee for £3,250 to go towards the creation of a war memorial in the centre of Parbold. The works will involve the removal of vegetation and the construction of a wall and erection of a memorial stone.
The project cost is estimated to be £6,750 with £3,500 being provided in match-funding by the applicant. The provision of a war memorial is a type of public realm enhancement which is a type of infrastructure suitable for CIL funding.
